Irritating outbreaks, please help?

Recently I keep getting outbreaks of spots on my face, collar-bone and back.

I drink plenty of water, exfoliate and even take Starflower oil, which is meant to promote healthier skin. So why do I keep getting these spots?

I thought perhaps I needed a better exfoliating wash, so I invested in a rather expensive dead sea salt scrub, which claims to have countless minerals and be incredibly beneficial for the skin, and yet still I cn't rid myself of these annoying spots.

Is there any good tips for improving my skins condition OTHER than the obvious ones, i.e drink more water and exfoliating which I already do.

I tend to use Biore self-heating cream wash morning and night, and a witch-hazel stick on breakouts on my face, which helps moderately. But it's begininng to really bug me, as all my friends seem to have perfect skin and never get the big angry spots I'm also prone to.

I think you are doing a bit too much.
